Roger was born in Brinkworth, Wiltshire, England. Educated at Brinkworth Primary School and Malmesbury Grammer School.
He joined the Royal Marines in January 1963, serving in Aden (Radfan) April 1964 until April 1965. In September 1965 he entered Britannia Royal Naval College as an Air Cadet. Trained to fly by RAF at Linton on Ouse and later at RNAS Brawdy before going on to RNAS Lossiemouth. Roger continued to serve in Royal Navy until July 1986.
Met Norma, a Falkland Islander in England in 1968 and married on 4th April 1970. Together they have two daughters; Emma (Falklands College Manage and a geography teacher at the Falkland Islands Community School) and Rebecca (now the Chief Medical Officer at KEMH Stanley).
Roger came to the Falkland Islands in 1973 on HMS Endurance. In 1982 he was attached to D Squadron 22 SAS Regiment as RNLO, taking part in retaking of South Georgia, Pebble Island raid, Goose Green, Mount Kent and Beagle Ridge. He returned to serve in Headquarters BFFI in Stanley January 1983 until June 1986.
Roger and Norma purchased Lake Sulivan Farm, Fox Bay West, September 1986; they have since sold the farm on.
First elected to Council in 2001 – 2005, re-elected 2009 – 2013 and again in 2013.
